NNS130813-01. Secretary of the Navy Concludes Visit to Morocco, Reinforces Partnership

MOROCCO (NNS) -- Secretary of the Navy Ray Mabus concluded a visit to Rabat, Morocco, August 12.

This was the first stop of a multi-nation visit by Mabus designed to reinforce existing partnerships with African nations.

Mabus met with government and military officials to discuss U.S - Moroccan military cooperation and defense and security issues in the region.

"We commend Morocco for their participation in international peacekeeping and the key role they play in the training and assistance of our African partners," said Mabus. "Morocco's leadership is critical to our mutual interests of greater stability in the region."

Regional cooperation and the importance of a stable and secure Africa were the main themes of Mabus' meetings with Minister Delegate to the Head of the Government in charge of the Administration of National Defense Abdellatif Loudiyi, General Inspector of the Royal Armed Forces, Commander of the Southern Zone and Chairman of the Royal Armed Forces Promotion Committee Gen. Abdelaziz Bennani and Inpsector General of the Royal Moroccan Navy Vice Adm. Mohamed Laghmari.

"As one of our oldest partners, we appreciate the rich military cooperation between our two countries," said Mabus. "We share many of the same concerns, and my hope is that visits such as mine will continue to advance our future engagements."

While in Rabat, Mabus also participated in a wreath-laying ceremony at the Mausoleum of Mohammed V, a Moroccan landmark containing the tombs of the late Moroccan king and his two sons, King Hassan II and Prince Abdallah, and met with Sailors and Marines stationed at the U.S. embassy.

Mabus' visit represents a continuation of the Department of the Navy's focus on building partnerships designed to help distribute the burden of securing the global maritime domain based on alliances, shared values and mutual trust.

NNS130813-03. Harry S. Truman Hosts SACEUR, Allied Joint Force Command, U.S. 6th Fleet, Regional Partners

At Sea (NNS) -- USS Harry S. Truman (CVN 75) hosted U.S. and foreign flag and general officers from throughout Europe, Aug. 11 in support of regional maritime partnerships.

U.S. Air Force Gen. Philip Breedlove, commander, Supreme Allied Command, Europe (SACEUR); U.S. Navy Adm. Bruce Clingan, commander, Allied Joint Force Command; U.S. Navy Vice Adm. Frank Pandolfe, commander, U.S. 6th Fleet; and an additional 12 guest arrived via a C-2A Greyhound carrier onboard delivery (COD) aircraft from Fleet Logistics Support Squadron 40 "Rawhides" and spent several hours observing flight operations and visiting various locations, including the bridge, primary flight control, flight deck control and the hangar bay.

The event was capped off with a roundtable discussion on regional security.

"This was a unique opportunity for the Harry S. Truman Carrier Strike Group (HST CSG) to demonstrate the capabilities we offer while forward deployed in any part of the world," said U.S. Navy Adm. Kevin Sweeney, commander, HST CSG. "While operating as part of 6th Fleet, we have interacted with many of our NATO partners, reinforced relationships, and expanded the trust and confidence we have with key allies.

Capt. Bob Roth, Truman's commanding officer, said the ship was honored to host the guests, many of whom had never been on a U.S. aircraft carrier at sea.

"We have a wonderful crew and I was proud to showcase its talent and professionalism throughout the ship," said Roth. "We prepared diligently for this deployment, and the crew is very excited to finally be overseas. I think our friends and partners left with a lasting positive impression of the dedicated men and women we have on board in addition to the great capabilities we bring and how we can work together to promote security."

HST CSG deployed July 22 on a scheduled deployment to the U.S. 6th and 5th fleet areas of responsibility.

While in the Mediterranean Sea, HST CSG is supporting maritime security operations, which help set the conditions for regional security and stability in the maritime environment and complement the counter-terrorism and security efforts of regional nations.

NNS130813-05. TRICARE Pharmacy Home Delivery-the convenient way to fill prescriptions

JACKSONVILLE, Fla. (August 9, 2013) (NNS) -- TRICARE Pharmacy Home Delivery offers a safe, affordable and convenient method of getting prescriptions delivered to patients' doors, by way of the U.S. Postal Service.

Home Delivery includes generics at no-cost; a 90-day supply for most medications; refills by mail, phone or online; and an automatic refill option. Active duty have no co-pays, while other patients have no co-pay for generics, $13 for brand-name formulary and $43 for non-formulary. For brand-name and non-formulary medications, the co-pays for a 90-day supply are about the same as a 30-day supply from a retail pharmacy - a savings of up to 65 percent.

"TRICARE Pharmacy Home Delivery offers patients the opportunity to save time and money on prescription medications," said Capt. Gayle Shaffer, Naval Hospital (NH) Commanding Officer. "For our patients, this means no waiting in line, no extra driving, and the assurance of safe, reliable and confidential receipt of medications. It also reduces DoD retail pharmacy costs and places hard-earned money back into the pockets of our nation's heroes and their families."

According to TRICARE, more than one million prescriptions are filled each month through Home Delivery, which is administered by Express Scripts, Inc.

Home Delivery is best suited for maintenance medications - those taken on a regular basis. Benefits of Home Delivery include free generic medications, refill reminders, help with renewing expired prescriptions, and a review of prescription history to help prevent harmful drug interactions. One of the most popular features is the automatic refill option, which ensures that patients don't run out of their medications. Patients can also refill their prescriptions manually - by phone, mail or online.

Prescriptions can be delivered to any address in the U.S. and its territories, including temporary addresses and APO/FPO addresses. Patients living outside the U.S. and its territories who don't have an APO/FPO address can have medications shipped to their U.S. embassy. Refrigerated medications can't be mailed to APO/FPO addresses.

To enroll at no-cost, there're three options: online at www.tricare.mil/homedelivery, by telephone at (877) 363-1303, or by mailing a registration form to Express Scripts Inc., P.O. Box 52150, Phoenix, AZ 85072-9954.

Naval Hospital Jacksonville's priority since its founding in 1941 is to heal the nation's heroes and their families. NNS130813-08. Mount Whitney Arrives in France, Celebrates Liberation

USS MOUNT WHITNEY (NNS) -- The 6th Fleet flagship USS Mount Whitney (LCC 20) arrived in Theoule-sur-Mer, France August 13 to partake in commemorative events honoring the liberation of southern France by Allied forces during World War II.

This port call marks the third consecutive year that Mount Whitney will take part in the festivities organized by the city of Theoule-sur-Mer for this celebration.

"This is an important port visit for Mount Whitney and for the U.S. Navy," said Capt. Craig Clapperton, Mount Whitney's commanding officer. "This port call recognizes and celebrates the friendship and alliance between the United States and France on the anniversary of the liberation of southern France from Nazi Germany. "

While in port, Mount Whitney Sailors will join residents and city officials in several cultural events designed to pay tribute to the men and women who fought to liberate France from the occupying forces of Nazi Germany. Events scheduled include wreath laying ceremonies, town square speeches, full military honors in Draguignan and several other activities hosted by the Navy League of the United States and the city of Theoule-sur-Mer.

"Having the opportunity to witness and take part in such momentous ceremonies will be a memorable highlight of my first time in France," said Navy Counselor First Class Jerry Wagoner. "I'm also looking forward to visiting Theoule-sur-Mer and the surrounding towns and cities to enjoy everything they have to offer."

Aside from the events sponsored by the Navy league and Theoule-sur-Mer, the ship will host a reception on board for local dignitaries and the citizens of Theoule-sur-Mer as a 'thank you' for hosting Mount Whitney and her crew.

"This port visit gives us a great opportunity to host the U.S. Ambassador to France and Monaco and the largest U.S. Navy League organization in Europe onboard the 6th Fleet flagship," said Capt. Clapperton. "It is a fantastic opportunity for engagement for all involved, and the entire crew is very much looking forward to the week."

Mount Whitney serves as the flagship for Commander, U.S. 6th Fleet, Vice Admiral Frank C. Pandolfe. VADM Pandolfe also serves as Commander, Striking and Support Forces NATO; Joint Force Maritime Component Commander, Naples; Deputy Commander, U.S. Naval Forces Europe-Africa.

NNS130813-06. Citadel Rumble 2013 Exercise to Test Navy Installations Response to Natural Disaster

WASHINGTON (NNS) -- Commander, Navy Installations Command (CNIC) will conduct Citadel Rumble 2013 (CR-13) exercise Aug. 20 - 22.

CR-13 is a fully integrated, annual capstone disaster preparedness response and recovery exercise designed to evaluate Navy shore-based commands and installation emergency preparedness in response to an all hazards scenario.

Navy Regions Midwest (NRMW), Northwest (NRNW) and Southwest (NRSW) are participating in this exercise.

CR-13 is designed to provide a focused training environment for afloat and shore-based commands to exercise damage assessment, evacuation plans, personnel accountability, disaster preparedness, recovery and consequence management plans and procedures.

All Navy commands with personnel in these regions will participate. This participation will include reviewing and exercising disaster instructions and procedures, as well as fully accounting for Sailors and Navy families in the affected regions through the Navy Family Accountability and Assessment System.

NNS130813-14. Force Master Chief Visits Stennis Chief Selectees

BREMERTON, Wash. (NNS) -- The top enlisted Sailor for Naval Air Forces, U.S. Pacific Fleet, visited with Chief Petty Officer selectees aboard the Nimitz-class aircraft carrier USS John C. Stennis (CVN-74), Aug. 12.

Force Master Chief Anthony Johnson spoke with the Chief selectees during a question and answer session, briefed them on the CPO 365 program and toured the ship at its dry dock facility at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF).

"I didn't come here as a Force Master Chief," said Johnson, who had served for 38 years in the U.S. Navy. "This visit was for me to get out and find out what's going on with CPO 365 and talk to leadership and Sailors and see what's on their minds."

Many of the selectees shared their thoughts on the new Chief indoctrination program.

"I feel that CPO 365 is a way to get our Sailors ready to be Chiefs throughout the year not just 30 days through [classroom] training, physical training and learning mission readiness," said Chief (Select) Master-at-Arms Shane Vandehey.

During Johnson's visit to Stennis, he was able to eat lunch with some of the Chief selectees and share his insight and knowledge of being a member of the Chief's Mess for 18 years.

"It's an exciting time to be a Chief selectee," said Chief Select Aviation Machinist's Mate Ben Sapida. "Last week we met the Fleet Master Chief and this week we had the opportunity to meet the Force Master Chief. We actually got to speak with him and he called us by our first names. It was mind blowing."

Johnson, a Dayton, Ohio native, enlisted in the Navy in July 1975 as an undesignated seaman but was soon designated as a Ship's Serviceman. After a short break in service, he returned to active duty in 1987. Johnson graduated with honors from the U.S. Navy Senior Enlisted Academy in Newport, R.I., in 2000 and served aboard Tarawa-class amphibious assault ship USS Nassau (LHA 4), guided-missile cruiser USS Fox (CG 33) and served as the Command Master Chief aboard USS Ronald Reagan (CVN 76). He was appointed as the Commander, Naval Air Forces Pacific, Force Master Chief in August 2012.

Stennis is currently undergoing a Docked Planned Incremental Availability (DPIA) maintenance period at PSNS and IMF.

NNS130813-12. Navy Cyber Defense Operations Command Holds Change of Command

VIRGINIA BEACH, Va. (NNS) -- Joint Expeditionary Base little Creek Fort Story (JEBLCFS) held a change of command ceremony, Aug. 9.

Captain Douglas A. Powers relieved Captain Alan F. Kukulies as Commanding Officer of Navy Cyber Defense Operations Command (NCDOC).

Kukulies, who assumed command of Navy Cyber Defense Operations Command July 22, 2011,led the command through the complex and challenging planning for a successful move from JEBLCFS, Virginia Beach, Va., to the Global Network Operations and Security Center in Suffolk, Va., scheduled for late 2013.

"It truly has been a privilege to serve with the professional men and women of the NCDOC team. Their commitment to our mission and to our nation will remain with me as a memorable source of pride," said Kukulies, reflecting on his time at NCDOC.

Rear Adm. Gretchen S. Herbert, Commander, Navy Cyber Forces, was the guest speaker and presented Kukulies with the Legion of Merit for his exceptionally meritorious service from July 2011 to August 2013.

Kukulies enlisted in the Navy in 1984 as a Cryptologic Technician (Interpretive). He graduated from Purdue University and received his commission in 1988 as a cryptology officer after completing Officer Candidate School in Newport, R.I. He later earned a master's degree in National Security and Strategic Studies from the Naval War College.

His assignments have included: Air Direct Support (DIRSUP) Officer in Rota, Spain; Officer-in-Charge at Naval Security Group Detachment, Brunswick, Maine; DIRSUP and Communications Officer at Naval Security Group Activity (NSGA) Northwest. Additionally, he has held staff assignments as Fleet Cryptologist for Commander, SECOND Fleet and as the Operations and Requirements Officer for Commander Atlantic Fleet/Fleet Forces Command. He was the Commanding Officer of NSGA Bahrain from 2003 - 2005, directly supporting Commander, FIFTH Fleet. Prior to assuming command at NCDOC, he served as the Operations Officer/Deputy Office Chief at the National Security Agency.

Powers is a native of Silver Spring, Md. He graduated from Drexel University in 1990 with a Bachelor of Science degree in Mechanical Engineering and received his commission through the Navy Reserve Officers Training Corps. In 1999 he earned a Master of Science degree in Electrical Engineering from the Naval Postgraduate School and in 2009 earned a Master of Science degree in Foreign Affairs and National Security Resource Strategy from the Eisenhower School at National Defense University. His previous assignment was as the Senior Detailer for Information Warfare at Navy Personnel Command in Millington, Tenn.

NCDOC is responsible for around the clock protection of the Navy's computer networks. It evolved from the Navy Computer Incident Response Team which was established in January 1996 as part of the Fleet Information Warfare Center. NCDOC was commissioned as an Echelon IV command under Naval Network Warfare Command in January 2006, and moved under Fleet Cyber Command in 2011.

NNS130813-10. NMCB 11 Takes Control of Seabee Projects in Europe and Africa

ROTA, Spain (NNS) -- Naval Mobile Construction Battalion (NMCB) 4, homeported in Port Hueneme, Calif., transferred authority of Camp Mitchell and ongoing Seabee missions throughout Europe and Africa to NMCB 11, homeported in Gulfport, Miss., during a ceremony held aboard Naval Station Rota, Spain, Aug. 12.

Cmdr. Jeffrey Kilian, commanding officer of NMCB 4, exchanged salutes with Cmdr. Steve Stasick, commander of NMCB 11, in front of Capt. Gregory Sandway, Commander, Naval Expeditionary Task Force Europe and Africa, during the ceremony.

The ceremony marked the end of NMCB 4's deployment to Europe and Africa, which began in February.

Sandway congratulated NMCB 4 for a job well done.

"Looking back at your entire tenure of great leadership, you've certainly made a difference and then some," said Sandway, directing comments to Kilian. "The work that your folks did will have impacts on years to come."

Sandway called on NMCB 11 to make a similar impact.

"NMCB 11, you've got your work cut out for you," said Sandway. "I charge you with the same thing because my motto here at my task force is we want to make a difference, we want to be impactful, and we want to operate at the operational and strategic level and have those impacts."

NMCB 4 accomplished constructions projects in countries such as Georgia and Croatia in Europe and Tanzania and Cameroon in Africa. Their work helped build operational capacity with the U.S.'s partners while also building interoperability. In places like Cameroon, Seabees were able to work with their counterparts on a medical health outpost that will enable civilian health professionals to better service the community.

"We've been very pleased with the support of the Naval Station Rota community at large," said Kilian. "It enabled us to operate in 27 countries in three COCOMS [combatant commands]."

NMCB 11 will continue with similar projects as NMCB 4, partnering with civil engineering counterparts in Mozambique and Ghana on clinic renovations to accomplish civil-military capacity building in those areas.

"I want to thank NMCB 4 for a very professional turnover," said Stasick. "You have set us up for success."

NMCB 11 is forward-deployed to build partnerships and capacity in the Europe and Africa theater.
