NETC Chief Operating Officer Promoted to Rear Admiral The recent chief operating officer (COO) for Naval Education and Training Command (NETC) was promoted to flag rank July 31 during a ceremony at the Women in Military Service for America Memorial at Arlington National Cemetery.
