Former Chief of Naval Operations Admiral Kelso Leaves Legacy of Service, Integrity Adm. Frank Kelso II, 79, former Chief of Naval Operations (CNO), died Sunday, June 23, 2013, following injuries sustained from a fall earlier in the week. Kelso, a native of Fayetteville, Ten., served as Chief of Naval Operations from June 29, 1990 until April 23, 1994.
